Soundproof Walls?

I have trouble sleeping with noise and my brothers room is right next door to mine and he insists on sleeping with his tv on. I was wondering how much it would be to soundproof a wall and how I would go about doing it? If anyone else has any ideas on how to make it so that I can't hear his television I'd like to hear them. (I've already tried ear plugs and after sleeping with them in for a few nights my ears started to hurt)

1. egg cartons fill your wall with egg cartons that will keep out the noise they use them in bands to practice so they don't bother anyone who is renting next door to there practice rooms.or you could use carpet to insulate your walls.
2. The best solution is use a hammer to adjust the sound on his TV. Do you live at home with your parents? Ask them to mediate. Are you away from home? Get a conciderate room mate.
